OSRC BOARD OF DIRECTORS MEETING
March 22, 2002

Corrections to minutes of Feb 8, 2002 meeting: Linda Tier was not present.

Treasurer's Report

The fiscal year is April 1- March 31.

Larry P. was able to save the society $1,000 on insurance. The coverage is the same. Larry P. reminded board members that the society does not run the asthma camp. The American Lung Association administers the camp.

The by-laws state that the treasurer and the president must be bonded. A motion was made "I make a motion that the treasurer seek the least amount of bond for the treasurer and president". This motion passed.

A motion was made "I move that the OSRC donate $500 to the AARC disaster relief fund." This motion passed.

Conference Report

238 participants registered for the conference. 60 people joined the AARC. The conference made approximately $12,000. This allows the society to cover the year's expenses.

It was decided that sponsors will continue to receive a complimentary booth with a donation of $1,000.

Vendors have made a request for the names and facilities of attendees. This list would be used only as proof that the vendors had contact with these people. A motion was made "Vendors at the ORSC annual conference will be provided with the names and facilities of the attendees. A cover letter will be included with the list stating that it is not to be used for purposes of solicitation". The motion passed. Trish S. will write an article for the BreathSounds explaining the decision.

A motion was made "that the OSRC allow one person per paid booth complimentary registration to the OSRC annual conference." The motion passed.

Due to a misunderstanding at the last conference it was decided that a letter explaining the traditions of the chili cook-off should go to all vendors.

Winners for the Sputum Bowl have asked that the BOD approve $600, matching the $600 award for winning. The winners are currently students and do not have the funds available to attend the national meeting without outside help. Discussion included asking the participants for BreathSounds articles or teaching a workshop at next year's meeting. Further discussion was tabled until the June meeting as these individuals are attempting to secure funds from other sources.

Delegate's Report

There has been much discussion regarding e-mail voting.

The next House of Delegate's meeting is in June.

PACT Report

Janet H. and Joe Dwan are getting ready for the Washington D.C. meeting in mid-April. 10 meetings with state representatives have already been confirmed. Oregon representatives received over 20 letters from RCPs.

Regional Director's Reports

Northwestern - see report

Central - Ron D. and Bill R. have divided the region into east/west of I-5. Samaritan Health Services are consolidating their information systems. Good Samaritan Hospital has increased the number of sleep lab beds. Valley Community Hospital has one RCP left. Lebanon Community Hospital has recently begun 24-hour coverage. They are researching new ventilators. Salem hospital has completed their new building. The NICU is scheduled to begin April 03. Neonatal doctors have been contracted from the Portland area. They are looking for neonatal RCPs. Salem is running 23-24 vents per day and is about 4 therapists short on every shift. They are taking delivery on ten PB 840s. Sacred Heart continues plans on their new 650-bed hospital. All rooms are single patient and have views of the river. Respiratory Care will be somewhat decentralized with cleaning areas within the units. They have 5-6 positions open.

Eastern - John M. is working on a contact list for the region.

Boise State's A.S. program in Respiratory Care is closing. The B.S. program will continue.

Membership Committee

A person can be an active state member while living in another state.

Nick E. has plans for contacting RC schools and will write an article for the BreathSounds.

Education Committee

Jim O'Brien asked for input for a manpower shortage survey.

Publications

The deadline for the BreathSounds is April 1. There are four issues of the BreathSounds each year. Three of these issues go to members only. There was a motion "Conference notices will be published free of charge. Job postings and DME advertisements will be charged at the standard rate". The motion passed.

Linda Palmer at OHSU was able to open the AARC membership diskette so the society will be able to make our own labels for the BreathSounds.

Alternative Site

Cheryl V. would like everyone to contribute the names of therapists working in sub-acute areas.

Public Awareness

Two plaques and the Sputum Bowl need to be engraved.

Cindy H. will write an article for the BreathSounds about the disaster relief fund.

Cindy H. wants to get all committee chairs and members on the web site. She also wants to have pictures to go along with names on the web site.

Management Committee

Linda T. has updated the manager's list for the web site. There was some discussion regarding a list serve for managers. The current web provider is unable to offer list serve at this time.

A management conference is planned during summer/fall and will be held in Salem. Costs will be contained and board members are asked to speak.

Licensure

Licensing board need rules committee members. This is an adhoc committee. Larry P. volunteered.

The by-laws state that the historian keeps the CEU records.

At the very best our by-laws changes maybe approved by November.

A motion was made "We submit the changes in the by-laws to the AARC". The motion passed.

New Business Lane Community College has told the respiratory care school to register students for next year. So in effect, has extended the program for two years. The cost of the program is $250,000 per year with two instructors at approximately $160,000 and part time instructors costing approximately $60,000. One of the cost saving measures is to eliminate the part time instructors. Sacred Hearth Hospital is exploring options to continue this program into the future.

Budget

After much discussion, a motion was made "move to approve the budget as it stands." The motion passed.
