Presidential appointments:
Bill Rogers to assist Ron DeYoung as Central Region Director. This appointment stands until the bylaws can be changed separating the central region into two smaller segments. Nick Echols as Membership Chair
Jennifer Freeman as Publications Chair
Cheryl Vial as Alternate Site
Pulmonary Rehabilitation and Susan Pfanner Dr. Carolon as Medical Director
Linda Tier as Management Chair
The Bylaws will need to be changed to reflect separation of the central region into two smaller segments. This year Ron DeYoung will represent the central region as Director and have voting privilege. Changes in the Bylaws must be approved by the AARC. It is hoped that the changes to the Oregon Bylaws will be discussed at summer forum but it could be October and the national meeting before the bylaw changes are addressed by the AARC.
Bill Rogers and Ron DeYoung will decide how they wish to split up the region during this time period.
Conference Report
Registration grossed $20,415. There were 243 registered participants. On-site registration totaled approximately $5,000. Vendor fees were $24,410. The Chili Cook-off earned $2,100 that was donated to the American Lung Association for Asthma Camperships.
Expenses totaled $23,929.65. That does not include the $600 promised the Sputum Bowl winners if they attend the national competition. 99% of the participants reporting enjoyed the program and facilities. The vendors were happy with their arrangements.
Tim Mixdorf had several points he would like addressed regarding the conference. Should the number of free booths be limited for sponsors of speakers? Or should the charges necessary to receive a free booth be increased? Do vendors receive complimentary registration to the conference? Should the OSRC accept credit card payment for booths? Should a list of attendees be made available to the vendors?
The OSRC booth cost will now be part of Public Awareness budget.
Award costs should come out of President's budget.
Speaker Michael Mahlmeister donated his fees to the winners of the Sputum Bowl so that they might attend the nationals.
Licensure
Marie Keyes reports that the Oregon Health Licensing Board plans to decrease license fees $25 per annum. At the soonest, this will go into effect September, 02.
The $50,000 debt from the Board of Medical Examiners has been paid.
Notice of renewal is sent to the licensee 45 days before the license expires. It is the responsibility of the RCP, NOT THE OHLO, to provide proof of license.
BreathSounds
Marie Keyes will write an article for the BreathSounds regarding licensing issues. She would also like an area on the web page dedicated to licensing.
Nancy Lakpa will write an article about the conference.
Treasure's Report
Larry Popplewell will send each board member and committee chair a report about what that office spent last year. He will also send a form for the coming year. He asks that each person have his or her proposed budget to Dan Coons by March 1.
Dan Coons asks that we use email for correspondence.
A motion was made and seconded "to cover expenses for Nancy Lapka's gift". This motion was removed. A motion was made and seconded "to cover expenses for Nancy Lapka's gift, not to exceed $200.00" It was passed.
PACT Report
Joe Dwan asked if the board is willing to spend the money necessary to send Janet Holloway to Washington DC. This trip is to meet with Senators and Representatives and acquaint them with Respiratory Care, specifically, Respiratory Care in the home setting. A motion was made and seconded "to make $2,500 available for travel expenses to Janet Holloway so that she may travel to Washington D.C. for this event". It was passed.
Delegate's Report
The San Antonio meeting stressed the need for more visibility for RCPs. The AARC would like to have notice of any news articles featuring RCPs. RCPs are urged to support PACT efforts regarding home care coverage for respiratory services provided by RCPs.
Recruitment and retention are issues. Respiratory Care training programs are closing and AARC membership decreases each year.
The International Fellowship of the AARC is taking applications for hospitals interested in hosting foreign health care providers.

Education Committee Report
51 people responded to the last CEU article. Jim O'Brien asked for CEU articles from the BOD.
It was suggested that we purchase labels for the BreathSounds from the AARC. Steven Mitchem reminded the BOD that there is a current database available of Oregon members.
Public Awareness
Activity at the OSRC booth was good.
Nominations are needed for RCP of the year 2002.
Cindy Harris suggested that committee members be added to the web site in order to make it easier to contact them.
The disaster relief donation jar didn't get much use. Norman Kerr asked that the BOD discuss donating $500.00 to the disaster relief fund.
WebMaster
The need for a web policy was discussed. Pat Pangburn will have a policy for the March meeting.
In the future a list serve will be available through the site provider. There is a desire for an Oregon Respiratory Care manager list serve.
Audit Committee
The budget needs to be reconstructed before the audit committee can review.
Student Liaison
Jason Childers reports that the Sputum Bowl winners are looking forward to going to the national competition.
A motion was made and seconded "That Norm Kerr be nominated for the outstanding affiliate contributor award". It passed.
People are urged to make suggestions for honorary or life members of the AARC. These awards are made based on service to the profession.
New Business
ODHS is hosting a conference on smoking March 4-6.
Janet Holloway requests that agenda items are submitted 30 days before the meeting.
Next meeting March 22, 2002 at 9 a.m. at Silver Creek State Park.
