BOARD OF DIRECTORS MEETING

August 16, 2002

Conference Report: contact the Secretary for a hard copy.

Delegate Report: Contact the Secretary for a hard copy. The AARC credit cards bring in approximately $80,000 in profit to the association.
Norm K. is working on the issue of the national AARC not being correct at the state level.
Norm K. forgot to ask about state templates for associate budgets.
Norm K’s name has been placed for nomination as speaker-of-the-house elect in the House of Delegates.
The next meeting of the House of Delegates is October 3-5 in Tampa, Florida.

PACT report: The issue of reimbursement for RCPs in the home is on hold until September. This is due to the difficulty of accomplishing much in Washington D.C. during the summer. November is assigned as National COPD month. October 20-26 is Respiratory Care week. The AARC would like to publish an article relating the activities of state societies during this time. www.lmrp.net will place people on the web page of the Pacific NW fiscal intermediary for Medicare. www.oahhs.org/publications.htm will place people on the web page for the Oregon Association for Hospitals. It appears that the Pacific region of Medicare is the only area in the U.S. not receiving reimbursement for pulmonary rehabilitation.

Central Region Report: staffing shortages, recruitment and retention continue to be an issue. Ron DeYoung reports receiving many phone calls from area RCPs. Good Samaritan Hospital in Corvallis is now Good Samaritan Regional Medical Center.

Eastern Region Report: 24/7 coverage is an issue. Idaho sleep lab techs must now be licensed to titrate BiPAP/CPAP.

Membership/Retention: Nick Echols asked for guidance from the BOD. It was suggested that we contact department managers who aren’t members. When home care therapists are in departments they should be asked if they are AARC members. It was suggested that reminder postcards be sent to members 30 days prior to expiration of membership.

Education: Sept 27 at the River Place Hotel in Portland there is a free 3 CEU breakfast and lunch opportunity sponsored by Sepacor.
Trends conference November 7 and 8th at Edgefield.

Publications: There was no June issue of the BreathSounds due to a lack of articles. Deadline for the September issue is Sept 1. Discussion took place regarding the use of the Internet for the BreathSounds. Randy Cox suggested that we place it on the OSRC web page and continue to mail it too. It was decided that more information is needed before changes can take place. The web master needs more help. Janet H. will contact her to find how we can assist. Pat Pangburn is writing a procedure/policy regarding web-page use.

Alternative site: Samaritan Lebanon Community Hospital has applied for national certification for pulmonary rehabilitation. Presently there is only one certified program in the state. There will be a breakout session for PR coordinators at the conference. The Medicare G codes are only temporary. There is still hope of a CPT code. There was continued discussion of reimbursement issues. It appears the public is unaware of the discrepancy of PR reimbursement between the Pacific NW region and the rest of the nation.
Susan P. will write an article for the BreathSounds regarding measure 20.

Public Awareness: Cindy H. will write an article for the BreathSounds. Local health reporters will be contacted to stimulate interest in national COPD month and RC week.

Management: The management meeting was cancelled due to problems at the host hospital.

Licensure: Fees are decreasing but it takes time to implement changes. The new fee will be $75 a year. The name of the licensure board is now the Respiratory Care Licensing Board. There is need for a physician board member.

Audit/by-laws committee: no audit report as the records from the last two years are still in disarray. By-law revisions were submitted but one revision was missed. The revisions will need to be resubmitted and will most likely require a special election by the membership.

Elections: Bylaws require that delegates be past voting members on the board of directors or chair committees. If Larry Popplewell appoints Nancy L. as chair of the program committee she will be eligible for the delegate position. The nominations committee submitted the following names for these positions:

A motion was made and seconded to accept these nominations. Passed

Treasurer’s report: Contact the Secretary for a hard copy of the report. Dan Coons submitted the report in a new style. He designed a system using Microsoft Money and plans to use it for several months to see if it is an appropriate choice for keeping the treasurer’s records.
Dan C. asks that the green form be used to request reimbursement. If it is necessary to make a form, please note the category number and the sub category number.
The president asks that BOD look over their budgets and let Janet H. or Dan C. know if there are any funds you might not need to use.
Janet H. will contact Larry P. to see if conference costs from last year can be broken down any further. Janet H. will let Nancy L. know the results. Marilyn B. will look over previous minutes for reference to conference budget. She will let Dan C. know if she finds numbers.
Job descriptions for BOD, chairs and committee positions need to be reviewed.

It was moved and seconded that vendor fees be increased to $350. Passed.

The audit committee, treasurer and several others will get together and attempt to reorganize the 4 boxes of old records.

Next meeting November 14 and 15.
